Abstract

The research was about the bureaucratic impediments to decentralization in Mbale District Local Government. The set objectives were: (a) To establish the degree to which bureaucracy impedes decentralization in Mbale. (b) To find out the respondents perception towards bureaucracy in relation to decentralization in Mbale district. (c) To examine the level of commitment of Local Government officials towards the implementation of decentralization in relation to bureaucracy in Mbale district. The research design was a descriptive survey that was used in the study. This is because the sample was quite large and yet worked towards the minimization of bias and maximization of reliability. In all, it took in to account all steps involved in survey concerning the bureaucratic impediments to decentralization in Mbale District Local Government. The results indicated that bureaucracy largely impedes decentralization to a greater extent but with the view that bureaucracy as a management model should be maintained in a more precise approach but could enhance quick service delivery to the targeted beneficiaries at the grass roots. Above all, the Local Government officials were to a greater extent committed to decentralization in relation to bureaucracy in Mbale district. Basing on the findings, it was suggested that bureaucracy be streamlined in an approach that could guide the administrative and management roles to make decentralization achieve its objectives. For example by harmonizing bureaucracy with decentralization. The local Government officials were to develop an effective and efficient and precise approach to bureaucracy through motivation in both pecuniary and non-pecuniary terms for model education to the implementation of decentralization in Mbale District Local government.
