Challenges of Fund Management of Human Rights Network in Uganda (HURINET - U) in the delivery of services
Abstract
The challenges of fund management and delivery of services by HURINET - Uganda The debate around the perpetual of challenges of fund management in delivery of services from the perspective of current versus future obligations is a major problem that I would like to address through the set objectives of the study as follows: to establish the implementation of fund management procedures, to examine the effectiveness of budgetary management and examine the role of reporting in fund management towards the delivery of services. Methods of data collection that were used include: the interactive, on face to face basis in friendly atmosphere on a question and answer basis, questionnaire, were distributed to ensure that they actually reach the intended respondents and gave explanations on the purpose of the research. Document review this involved consultation from document such HURINET budgets, monitoring and evaluation reports, financial reports and the operation manual. Observation method was used by the researcher to ensure that he systematically observed physically all the proceedings of the respondents and reports on fund management. The study findings revealed and illustrate the significance of joint determination of appropriate budget management and reporting rate decisions, and to describe the use of budgets as targets, accounting controls, promoting accountability, case tracking and fund reporting in particular, the relationship between the spending rate and resource allocation over an extended period of time by changing the values of certain parameters in the model. It has been revealed through this study that the HURINET has contributed a great deal to provide an enabling environment to ensure a free society human rights abuse. These are addressed through; supervision of financial resources, advisory role, revenue mobilization, expenditure management and external debt management. The impact of these factors has been significant for understanding these factors that lead to protection and promotion of human rights. The general conclusion of this paper is that fund management

strategy remains viable and is of great importance towards promotion and protection of human rights network organizations by HURINET- Uganda.
