Item An analysis into the effectiveness of financial control under decentralization in Sironko district, Uganda(2007) Wotunya, Peter. HenryThe study was carried out after the realization of the fact that in spite of all the regulations and institutions put in place to manage and control resources, many complaints arise and reports of impropriety are evidently made. This study was therefore conceived and carried out along objectives such as: establishing the financial resources that are available to local governments analyzing the appropriateness of the financial controls, analyzing the weakness in financial controls and improvements for better control. Using a cross sectional descriptive survey design, with a triangulation of data collection methods, and from a sample of 100 participants, data was collected. It was then organized presented and analyzed through simple descriptive statistics, especially frequencies and percentages. It was found out that substantial financial resources are controlled at local governments. These include local revenue, fines and charges, plan for modernization of Agriculture (PMA) funds local government development programme (LGDP) funds and others. lGDP funds, local revenue and PMA funds were found to be more commonly known and dominant, with percentages of 64%, 58% and 52% frequencies respectively. It was also established and concluded that the existing controls were not appropriately adhered to and were insufficient in controlling financial resources, and that although there was some level of compliance to the set regulations, there existed weaknesses with 79% of respondents assenting to the same. It was then organized presented and analysed through simple descriptive statistics, especially frequencies and percentages.Item An Analysis of the Challenges Facing the District Service Commission In the Recruitment of Human Resources in Iganga Town Council(2009) Simon, KayagaThe research study was about an analysis of the challenges facing the District Service Commission in the recruitment of Human Resources in Iganga Town Council. The set objectives were i) to examine the challenges faced by the District Service Commission in the recruitment of competent human resources, ii) to analyze the process and functions of the District Service Commission in as far as recruitment is concerned and iii) to establish the impact of District Service Commission on the entire recruitment process in Iganga Town Council. The research adopted a cross-sectional survey design to be more applicable. This is because the sample size is large with a cross section of respondents. This kind of design maximized reliability and minimized bias. In all however, it took note of all the relevant steps that are involved in the survey regarding the analysis of the challenges facing the District Service Commission in the recruitment of Human Capital in Iganga Town Council. The results indicated that despite the fact that the District Service Commission is meant to enhance the recruitment of competent human resources for better policy implementation and desirable service delivery to the targeted beneficiaries at the grass roots, it is still characterized by several challenges. This is because of the pressure from policy makers, inadequate funding, corruption and absence of suitable candidates, bureaucracy and limited personnel. It is also noted that the functions of the DSC are not well streamlined because of influence peddling by the politicians, malpractice and bribery characterizing the recruitment process. Basing on the findings therefore, it is suggested that there is need to streamline the practice of recruitment to enhance the DSC if policy implementation and service delivery to the targeted stake holders on the ground is to be more desirable. For instance, there is need to minimize and check the influence of politicians, lobby for more funding, minimize corruption by punishing those that abuse the recruitment policy. It is also important to increase the capacity of the membership of the Public Service Commission in relation to that of the DSC and minimize bureaucratic delays in the policy of implementing the policy of recruitment. Above all it is significant to promote proper selection of the membership of the DSC, strict supervision of the entire recruitment process, ensure Independent of the DSC and promote the policy of Equal Employment Opportunities. This may go along way in streamlining the recruitment process of human resource in Iganga Town Council.Item Analysis of the challenges of lower Local Councils in monitoring NAADS programme in Manafwa District(Islamic University In Uganda, 2008) Kitutu, Fredrick HerbertThe study focused on the challenges of lower local councils in monitoring the NAADS programme in Manafwa District. The research questions the study sought to answer included the following; to what extent do lower local councils effectively and efficiently monitor the NAADS programme? In what ways are lower local council’s involved in monitoring NAADS programme? What are other factors that influence lower local councils in monitoring the NAADS program? A survey design was adopted by employing descriptive and analytical approach in the course of the study. A total of fifty respondents were interviewed mainly through semi- structured and open ended questionnaires. Sample selection approach involved simple and systematic random sampling techniques. A qualitative method was used to obtain general information while a quantitative method was for analysis of data that involved figures such as distribution of respondents, percentage and frequency. The study revealed that the lower councils encounter a number of challenges hence casting doubt as to whether the exercise is not ceremonial if not simply for getting allowances. Major challenges included failure to conceptualize monitoring, poor scheduling and planning, lack of technical competence, bureaucratic tendencies in accessing funds, transport and logistical difficulties and political interference. Monitoring is only done for the sake of it as a matter of routine. The study found that well trained staffs are necessary perquisite for any effective monitoring. It is also necessary to build capacity of council in a manner that ensures that council understand the essence and procedure of monitoring.monitoring NAADSItem An analysis of the contribution of labour laws in the promotion of the rights of female employees in Mukono district.(2013) Sseguya, Batuusa. Haroon.RashidABSTRACT This study set out to analyse the contribution of labour laws in the promotion of the rights of female employees in Mukono District. The general objective was to analyse the contribution of Labour Laws in the promotion of the rights of female employees in Mukono District. The specific objectives were three; to examine the contribution of Employment Act 2006, to analyse workers Compensation Act 2001 and to evaluate the Factories Act 2000 in the promotion of the rights of female employees in Mukono District. The researcher used a descriptive research technique in order to bring out the exact relationship between employers and female employees in Mukono District. A survey design that was to gather the data from the targeted population both primary and secondary data was collected into the course of the effective evaluation of the labour laws in promotion of the rights of female employees. Primary data was collected and was supplemented by secondary data available since it is rare that the primary data is sufficient to carry out a conclusive research study. The findings of the study revealed that cases of discrimination are evident in Mukono District Local Government and these include; sexual harassment, limited promotion and unequal pay for equal work done. However, while this inequity still exists, there are certain issues that uniquely affect female employees in the workplace and these include; reproductive health issues can impact female productivity disproportionately to men. The study recommended that, there is need for Affirmative Action. Affirmative Action often appears to relate only to racial affirmation, to the detriment of gender affirmation. The legislation is expected 95.6% to improve the rights of female employees in the work place.Item An Analysis of the effect of Conflict Management on Employees’ Performance in Islamic University in Uganda(Islamic University In Uganda, 2012) Wakhanya, JawaliThis study was carried out after the realization of the fact that in spite of all the approaches, mechanisms and systems put in place to manage and control conflicts, many complaints arouse and reports of conflicts were evidently made. The study was therefore conceived and carried out along objectives such as examining the aspects of conflict management at IUIU, establishing relationship between conflict management and employee performance and analyzing mechanisms used in managing conflicts at IUIU for better conflict management. Using a cross sectional descriptive survey design, with a triangulation of data collection methods, and from a sample of 50 participants, data was collected. It was then organized, presented and analyzed through descriptive statistics, especially using frequencies and percentages. It was found out that there existed conflict at IUIU and that they were centrally managed by the University Administration/ management. However, other staffs also played part in managing these conflicts; but it was also observed that their role was not substantial and it was limited. It was discovered that; use of guidance and counseling, dialogue, university rules and regulations, disciplinary committees and use of unions i.e. staff and students were among the approaches used in managing conflicts, however, guidance and counseling scored the highest percentage of 85% and that the stakeholders were adhered to these approaches. However, respondents consented that there were some weaknesses in the approaches of conflict management with 73%. The recommendation made ranged from; design training programmes to build capacity and skills of staff in the area of conflict management and resolution, sensitize the stakeholders on the existing systems of conflict management and resolution, develop comprehensive conflict management mechanisms, involve the staff and stakeholders in the development and implementation of conflict management mechanisms and approaches, empower the staff with the necessary tools and skills of conflict management at their various departments for effectiveItem An analysis of the effect of financial management on debt Servicing of women vending businesses in Nakawa market, Kampala district(Islamic University in Uganda, 2010) Kajumba, SauyahThis study was about the effect of financial management on debt servicing of women vending business in Nakawa market. The study was prompted by the pathetic financial performance and poor debt servicing. The objectives of the study were to analyze the effects of cash flow management on debt servicing, the effects of cost control on debt servicing and the effect of revenue levels on debt servicing. These misgivings were reflected by defaulting levels and closure of some businesses in Nakawa market, and the prevailing situation required an investigation. The study adopted a cross-sectional design where both qualitative and quantitative approaches were used. The purposive and simple random sampling techniques were applied. The methods used to collect data were the questionnaire, document review and interview. Data was coded and analyzed using the Statistical Program for Social Sciences (SPSS) whereby tallies or counts and their corresponding percentages were generated and used to discuss the findings of the study. The study findings show that women vendors know little about cash flow management. The findings also show that women vendors incur a number of costs and have no saving culture. The study concluded that vendors cannot control their income and expenditure.Item Analysis of The Effect Of Integrated Financial Management System (IFMS) on Budgetary Control in Masaka District(Islamic Universiy In Uganda, 2011) Ssebowa, MauriceThis study analyzed the effect of Integrated Financial Management System (IFMS) on budgetary control in Masaka district. The study specifically looked at effectiveness of IFMS in fulfilling budgetary control requirements, the impact of IFMS on budgetary control and the challenges facing Masaka District in ensuring budgetary control using IFMS. The study used a cross section survey design where both qualitative and quantitative approaches were used. The study sample comprised of finance personnel, council members, Personnel in production, health, bank staff administrators general officers. Data was analyzed to obtain descriptive statistics and expressions which helped to answer the objectives of the study. From the findings, it was revealed that IFMS has demonstrated effectiveness since it has the ability to load the approved budgets, facilitates the re allocations, the preparation of financial reports, including budget vis-à-vis actual expenditure reviews as well as well as ensuring that actual budget is controlled. It was also revealed that with IFMS budgets are easily prepared, easy regular review of budgets, facilitates expenditure, control and proper management of public funds. It was finally revealed that major challenges that affect the IFMS in ensuring budget controls include; bad weather that interrupts system functionality, lack of skilled man power, lack of super server to ease the process of data processing and dissemination and high costs in training of system users. It was generally concluded that basing on the above findings IFMS has had a significant effect on budget control although there are several challenges that face the system. It was therefore recommended that; there is need to ensure that all stakeholders in the system are brought on board; the budget should be produced by the system itself as opposed to uploading the data onto the system extracted from the manually produced and approved budget; improve/upgrade the system to counter bad weather effects and increase skilled man power remunerations to ensure continued effective and efficient running of the system in case the few who are trained leave service or otherwise.Item Analysis of the effect of Kamwenge Private Sector Agency- Salary Loans, on the Incomes of Small Scale Entrepreneurs in Busiriba sub county-Kamwenge District(Islamic University In Uganda, 2010) Muhenda, RichardThe study analyzed the effect of Kamwenge private sector agency- salary loans, on the incomes of small scale entrepreneurs in Busiriba Sub County-Kamwenge district. This study was guided by the following objectives: To assess how Kamwenge Private Sector Agency salary loans is extending salary loans to the qualifying salaried entrepreneurs in Busiriba Sub County-Kamwenge district; To analyze how Kamwenge Private Sector Agency salary loans salary loans have contributed to borrowers’ increased incomes of small scale entrepreneurs in Busiriba Sub County-Kamwenge district; The study used the cross sectional survey design in line with the study objectives in carrying out this study. Random and purposive sampling methods were used to avoid bias by choosing a representative sample. The study sample comprised respondents, who helped in answering the questions and providing the information needed. In the course of data analysis and presentation both inferential and descriptive statistics were used. The findings established that the provision of credit by Kamwenge Private Sector Agency to the salaried entrepreneurs in Busiriba Sub County has not effectively contributed to a substantial change in the incomes of the borrowers. On the other hand loan portfolio cut across a spectrum of users divided as households, business group and the civic group who make up the salaried borrowers in Busiriba Sub County. The study established that credit extension did not effectively improve the activities of the salaried entrepreneurs in Busiriba Sub County. The hindrance had been on the high interest rates and the need for individual and security group guarantee before their advance was made. The credit extended has negatively affected the incomes of salaried borrowers as over a third lost their property through fore closure. These were the households and the business persons. The households, though a certain proportion had benefited, the final outcome was that this group of borrowers could not effectively manage the extended salary loans lending credit .However, with improved performance throughItem An Analysis of the effect of Management by Objectives Performance Appraisal Tool on Employee Performance of Mbale Municipal Council(Islamic University In Uganda, 2012) Namonyo, D.CThe study aimed at analyzing the effect of MBO performance appraisals tool on employee performance in Mbale Municipal council. The study was based on four objectives that included: to analyze the setting of objectives between employees and the employer; to evaluate the effect of periodic reviews (Timelines) on employee performance; to examine the effect of communication and feedback on employee performance and to assess the performance review process on employee performance of staff. A sample of 220 respondents was selected and this included 10 Heads of Departments (HODs), 70 members of staff, 100 Education Officers of Primary and Secondary teachers as well as 20 policy makers and 20 service users. The methods that were used to collect data were: interviews, questionnaire, observation and documentary review. Findings showed that employees are aware and have understanding about the management by objective performance appraisal tool. The majority of the respondents agreed that periodic reviews of employee performance are done. Majority agreed that Management by Objectives performance appraisal tool is very important in their organization because it is useful, helpful and good as it enables those in management to be focused leading to improved performance of the organization. Last but not least, employees agreed with the statement that “there is performance review carried out by the heads of departments”. It was recommended that there is need for constant feedback as there were gaps in this aspect. Appraisers and appraises need to come up with the correct assessment thus calling for conference feedback and transparency; employers need to create opportunity to sit and agree with their employees and discuss the objectives for performance assessment over the assessment period. There is need for employers to train their employees in Management by Objectives performance appraisal tool as this was lacking. Likewise employers of Mbale Municipal Council need to introduce formal channels of addressing gaps identified to clearly motivate and assess their emploItem Analysis of the Effect of Non-Monetary Incentives on the Performance of Staff in Mbale Regional Referral Hospital, Mbale District January, 2010.(2010) Namugaya, Annette Jane MugabeThe study was geared towards analyzing the effect of non-monetary incentives on the performance of staff in Mbale Regional Referral Hospital (MRRH). Performance is the outcome of effort and one’s performance is generally motivated by the desire to attain a goal. Non-monetary incentives are the non financial aspects that are not mandatory to be received from the institution but can motivate someone to perform either well or bad. But mainly, they are used to motivate positively. Non-monetary incentives are advantageous because they attract, motivate and retain employees towards performance. The study was based on four objectives which had research questions to be answered in order to analyze the effect of non-monetary incentives on the performance of staff in MRRH. The objectives of the study included, to establish the non-monetary incentives offered to staff in MRRH, to identify the staffs’ attitude to the incentives offered by management of MRRH, to assess the challenges associated with non-monetary incentives and to examine how non-monetary incentives affect staff performance in MRRH. The study focused on the period between 2005 and 2010 because this is the period during which there have been more complaints about staff performance in MRRH. The related literature was reviewed in accordance with the objectives of the study. The researcher adopted a case study research design because it was convenient for collecting large amount of in depth data especially dealing with a situation that exists in a specific organization like MRRH. A case study was piloted in Bududa hospital to ensure the reliability and validity of the instruments to be used after getting a sample size of respondents proportionate to the total population chosen which would be used for generalization .Summary of the findings revealed that despite the fact that management tries to administer non-monetary incentives to staffs of MRRH in order to improve performance a section of staff are not happy with the incentives. They opt for more and in reality one shoe can’t fit all. Recommendations were made devising ways of improving performance in MRRH basing on the objectives. The researcher then suggested areas for further research according to the findings and the related weaknesses and limitations encountered while collecting data.Item An Analysis of the effect of Organisational Conflict Management on Employee Performance in Lyantonde District Local Government(Islamic University In Uganda, 2012) Ssemanda, MosesConflict at the workplace and among people is inevitable. This study was conducted to analyse the effect of organisational conflict management on employee performance in Lyantonde district local government, based on the objectives to establish the causes of conflict among employees, the understanding and perception of the employees on how the conflict management approaches have improved their work performance and the effects and different approaches/mechanisms in place to resolve conflict which arise among the district employees. An analytical study research design was undertaken with the use of both qualitative and quantitative approaches for data collection to explore the effect of organisational conflict management on employee performance. A total of 350 respondents including political leaders, employees and members of the public/service users, were included in the study. The findings revealed that different causes of conflict exist in the district administration are social, political and economic in nature. The most one being dictatorial governance from the top leaders. The district administration uses different mechanism, mostly applying open door mechanism but less has been achieved out of them as employees hold both positive and negative perceptions to conflict and its management. It was concluded that conflict exists in different forms and with different causes, therefore, demanding a multi-dimension approach in resolving it. Eemployees’ have a positive and negative perception to conflict and conflict is affecting the performance of the employees and negatively impacting on the progress of the entire infant district. It was accordingly recommended that, Lyantonde district administrators should recognize that conflict exists, and bring it out into the open so that arising issues can be effectively dealt withItem An Analysis of the Effect of Staffing On Performance of Health Centre Ivs in Tororo District-Uganda.(2011) Nabusiita, Juliet MuloniThe proposed study was about an analysis of staffing on performance of Health Centre IVs in Tororo District. The set objectives were: (i) To analyse the effect of staffing on productivity levels in Health centre IVs in Tororo District; (ii) To establish the affect of staffing on immunization in health centre IVs in Tororo District and (iii) To examine the effect of staffing on malaria treatment and prevention in health centre IVs Tororo District. An analytical research design was used by the researcher with both qualitative and quantitative methods of collecting data. It presented a picture or a phenomenon of the way it is, through participant observation and personal documents and because it covered a wide area and using different sections of people in order to acquire adequate data. The design endeavoured to put into account all the necessary steps involved in the study related to an analysis of the impact of staff turnover on health service delivery in Tororo District. It was found out that low staffing levels tend to affect productivity levels due to cases of wanting motivation and team work levels, deteriorating quality, heavy workload and low output. Still, skilled personnel are lost and medical policy implementation is compromised and thus generally undermining productivity levels and poor health worker/patient relationship. Pool staffing levels also leads to poor and irregular monitoring, inadequate medical attention, untimely treatment, and increased numbers of mother to child transmission, increased mortality rates and increased pregnancy complications. Low staffing levels tends to demoralize the few available medical staff, leads to information gap, and leads to poor management of malaria cases and undermines malaria preventive modalities. It is thus important to enhance more meaningful motivation to staff in all dimensions as a matter of enhancing staff attraction and retention of staff, more conducive working environment to minimize cases of staff turnover, promotion of good human relations through staff guidance and counseling on a regular basis, encouraging medical staff to adhere to the ethics of the medical professional regarding the performance of their duties, smooth supply of medical equipment, medicines and other related supplies and modalities that can enhance retention like supporting further training of health staff in Tororo district health centre IVs is crucial. This may enhance positive steps towards staffing levels and performance and thus realize desirable health service delivery to the service users.Item An Analysis of the Effects of Contract Management on Employee Performance in the Ministry of Justice and Constitutional Affairs in Uganda December 2010.(2010) Nalweyiso, AishaThe study is about the effects of contract management on employee performance in the Ministry of Justice and Constitutional Affairs (MJCA) in Uganda. The main question of the study was based on the fact that though it is becoming increasingly common to hire individual professional members as contract employees in public service in Uganda, there is a growing dissatisfaction among contract employees that their employers are violating the contracts. Employees complain that they do not receive their salaries in time as they spend almost three months before they get their agreed monthly salaries (IGG Report, 2007). The study sought to specifically achieve the following objectives. These included; examining the aspects of contract management; to analyze the relationship between contract management and employee performance; and to examine the challenges the Ministry of Justice and Constitutional Affairs faces in implementing contract obligations. The study design was analytical as well as cross sectional design. The study was carried out through data collection and analysis using frequency tabulation. Data presentation was done using tables and percentages. The key findings were that contracts are poorly managed in that consequent parts of contract management are not aligned with good practice in contract management. They also show that contract employment did not fundamentally affect the core services of the ministry. Other findings show that frequency of work, punctuality and employee obedience were the major parameters used in measuring employee performance. The study concludes that payment of salaries is poorly handled and this weakness jeopardizes contractual relationships and leads to low productivity. It also concluded that the way contracts in MJCA are handled demoralizes and discourages good employee performance. The study recommends that payment of salaries should be handled properly so that contractual relationships may lead to increased productivity. Employees should be informed of the contract expectations so as to motivate them to perform optimally. It also recommends that contracts in MJCA should be handled with openness and mutual trust so as to induce good employee performance. It further recommends that tension resolution amongst contract employment should be systematic so that all parties are involved.Item An Analysis of The Effects of Financial Services Marketing on the Performance of Mukono Micro Finance Union(2008) Edirisa, KasujjaThe Overall objective of the study was to analyse the effect of financial services marketing on the performance of confirm Mukono District). The study was carried out rising survey design and Random sampling was also used to avoid bias by choosing a representative sample. On data analysis, the study revealed that various products have been marketed. These include:- savings accounts, current accounts fixed-deposit and school fees accounts. The interest rates is still high making a bigger fraction of the would be customers to shy away. Further study has been recommended in areas of expanding financial services to include insurance accounts, old age accounts and above all to improve on marketing procedures.Item An analysis of the effects of financial decentralisation on the financial reporting in Kamuli District Local Government(Islamic University in Uganda, 2008) Kiboome, YusifThis study was an analysis of the effects of financial decentralisation on financial reporting in Kamuli district local government. The study was based on three objectives, to examine the contribution of the local authority personnel in the implementation of financial decentralization policy, to assess the mode of financial planning and budgeting and to establish the relationship between financial decentralisation and financial reporting in Kamuli district. The methodology employed in data collection was descriptive survey and the use of questionnaires was the major method of data collection. The descriptive survey was used in order to get a wide perspective of the subject under study. The study looked at the budgeting, budget control, and Development work plans in Kamuli district for the period between 2004/2005, 2005/06, 2006/2007. The research has revealed that policy makers in local governments greatly depend on financial reports to make policy decisions for development. Thus, it is of great importance to under take effective reporting in order to have timely and meaningful planning. But effective financial reporting was lacking due to lack of full involvement of stakeholders and members of the community in the budgeting and planning process. There is no proper schedule of duties and responsibilities assigned to particular staff hence some are made redundant. There is poor delegation of duties which has led to lack of morale to perform and has played a great role in high rate of labour turnover for the experienced staff. The researcher therefore, recommended that in order for Local governments to achieve their plans and set objectives, there must be timely and meaningful reporting. It was further recommended that the central government through the ministry of local government and Public Service need to improve on there supervision over local governments. It should conduct seminars and workshops, refresher courses to equip different personnel at different levels of responsibilities in local governments so as to avoid redundancies. In addition, there is a great need for Local governments to improve on their recruitment and motivational policies, in order to be able to acquire, retain qualified and experienced staff in their areasItem An Analysis of the effects of Labour turnover on Health Service Delivery in Wakiso District(Islamic University In Uganda, 2009) Nakawooya, AishaThis study analyzed the impact of labour turn over on health service delivery in Wakiso district. Out of the 15 sub-counties. 5 were studied, which have the Health Centers grouped as Class IV. It focused on the Health Centre class IV in each of the five sub-counties of Namayumba, Wakiso Town Council, Makindye, Nangabo and Gombe, to determine how the labour turnover among health personnel has affected health service delivery in Wakiso district, the following objectives were used: to examine the aspects of health services delivery in Wakiso District, to assess the effect of labour turnover on health service delivery in Wakiso district and to examine the challenges facing Wakiso District in the delivery of health service to its people. The methods used to collect data form the respondents were self-administered questionnaires and interview guides. The study used a cross-sectional survey design as it was necessary to analyse data on annual basis. The findings of the study showed that: There was lack of enough financial resources, there was further lack of presence of competent health care staff and the usage of physical facilities and equipment was highly lacking. The study concluded that the labour turnover influenced the formulation of expenditure plans and implementation of expenditure plans as it is in the framework of the labour turnover that before the recipients receive funding after they have put expenditure plans in place and because many implementing agencies lack transparency. The study recommends that the District should introduce new taxes so that it funds all its major health services delivery. The District should also introduce cost sharing so that the patients pay part of the health services delivery. The District should also be able to negotiable for subsidized drugs and other procured determine its health priorities for health services delivery by engaging donors that agree with funding the identified priority area.Item An Analysis of the effects of Leadership Styles on Health Workers’ Performance in Gombe Hospital Mpigi District(Islamic University In Uganda, 2010) Kimera, BadruThe study analyzed the contribution of leadership styles on employee performance in Gombe Hospital, Mpigi District. The objectives of the study were: To examine the different aspects of leadership styles as used in Gombe Hospital, Examine the relationship between leadership styles and employee performance in Gombe Hospital and examining the difficulties hindering the implementation of a good leadership style. The findings revealed that: There exists a variety of leadership styles such as Democratic, Autocratic and Laissez Faire used in the different departments; the use and choice of a good leadership style motivates employees to fully exploit their potentials to achieve organizational goals and objectives; there exists a significant relationship between leadership styles and employee performance since most employees revealed that performance can improve with, good leadership style. Recommendations given among others were: leaders should adopt leadership style suitable to the aspiration of employees, should vary from department to department, should integrate Democratic and Autocratic leadership styles depending on the situation in the department in order to save life at a stake and some few departments need to improve their leadership styles to step up performance in those departments in particular and in the entire Hospital in general.Item AN ANALYSIS OF THE EFFECTS OF OCCUPATIONAL STRESS ON EMPLOYEE PERFORMANCE IN GOMBE HOSPITAL, BUTAMBALA DISTRICT, UGANDA(2011) UTHMAN, DAUDAThis study was to analyse the effects of occupational stress on employee performance in Gombe Hospital, Butambala District. Specifically, the study objectives were to determine the aspects occupational stress in Gombe Hospital; to examine the relationship between occupational stress and employee performance; and to analyse the difficulties in managing occupational stress in Gombe Hospital. A stratified random sample of 100 respondents in Gombe Hospital was targeted, including medical workers, patients and senior management staff. The data was generated from completed questionnaires, interviews and document analysis, where 95 (95%) returned a valid response including information on demographic factors, occupational stressors and difficulties in managing the burnout. The data analysis showed that continual threat of arrest and litigation of medical workers by the Medicines and Health Service Delivery Monitoring Unit (MHSDMU), excessive work-load, poor facilitation and poor interpersonal relations were perceived as the major aspects of occupational stress common at Gombe Hospital. The study findings lead to the conclusion that health care workers are continuously exposed to a number of stressors which physically or psychologically affect employees’ performance. The most significant effects of stress that were reported are high death rate of patients, high staff turnover, chronic absenteeism of medical workers, high patients’ complaints and dissatisfaction. The most significant difficulties are insufficient resources to facilitate workers with enough tools, equipment, drugs, medical supplies, training, water, electricity, quality health care, adequate pay, housing and other benefits; inadequate managerial skills; personality constraints; and resistance to organisational change. Another fact revealed from this discourse is that certain working conditions are stressful to most people. A contributing factor to occupational stress is the fact that individuals vary in personality and lifestyle. What is stressful for one may not be stressful for another. These individual differences should then be scrutinized in order to create measures to actually preventing stress from affecting an individual. As regards the difficulties in managing occupational stress, this study strongly recommends the indulgence of occupational health professionals so that individual workers can be supported and counselled on how to cope with stress. The management is urged to strive for autonomous resource mobilization capacity, which could be achieved if the hospital managers solicit alliance or working partnership with charitable international NGOs to boost the local resource envelope. This could help to locally recruit more staff and improve on their pay, hence deal with the various aspects of occupational stress and minimize its effect on employee performance. The strategy could also help the managers to prevent stress from occurring by identifying situations like potential stressors, risk assessment, and take necessary steps to reduce stress that would otherwise negate the performance of employees in Gombe Hospital.Item An Analysis of the effects of Staff Development on Performance in North Bukedi Cotton Company Limited(Islamic University In Uganda, 2008) Waluye, JamesOptimum productive utilization of various resources like capital, land and human resources is a very critical success factor to any organization, especially in a liberalized economy like that of Uganda, which is exposed to global competition. In order to remain competitive, efficient and effective, organizations have to harness the human resource, which is at the Centre, as the coordinator and utilizer of all other resources used in production. Managers must therefore know how to motivate the workers so as to get the best and consistent increased performance out of them for the achievement of the organizational goals. The general objective of the study was to analyze the effects of staff development on performance in North Bukedi Cotton Company Limited. The specific objectives of the study where; to examine the various forms of staff development programs offered by the company to its employees; to assess the effects of staff development and training on the performance behavior of the employees and to evaluate other factors that hinder employee performance other than staff development and training. Questionnaires were administered to a sample of 60 respondents. Interviews, observations and secondary data were used to collect data for the study. The study found out that the company mostly uses the on-the-job method of training and specifically it uses the job instruction technique. Also it was revealed that most of the employees had attended at least one staff development program and that why the company offered these programs to its employees was to enable them acquire skills, knowledge and competence to enable them increase their performance at work. The study also found out that there are other factors like lack of motivation due to small salary packages and the use of poorly serviced machines as other causes of poor performance other than staff development and training. The study recommends that the company employs trained competent personnel who are available from technical institutions within the country like Uganda Technical College Elgon and that it pays a good 2 salary package to its employees in order to retain it’s skilled and experienced staff on top of providing a good working environment. Staff development should also be used as a complement to other factors mentioned above in motivating employees so as to increase their performance but not as an end in itself.
