    An assessment of decentralization policy in the implementation of sanitation programmes in industrial division, Mbale Municipality

    The overall objective of this study is based on decentralization policy towards sanitation implementation programs in industrial division, Mbale Municipality. Its objectives are to examine the role of decentralization policy in improving sanitation programs, assess the accessibility of clean and safe drinking water and analyzing toilet usage and coverage in the division. In the process to seek answers to the above objectives, a number of data collecting methods were used that included; questionnaires, interviews, Focus Group Discussion, observation and reviewing documents. The findings of the study revealed that decentralization policy has not positively handled sanitation programs in the division, due to lack of a clear policy frame work of implementation from the main line Ministry of Water and Environment to the implementing Ministry of Local Government. There is insufficient funds at local governments to implement sanitation programs and also inadequate qualified personnel to educate and handle sanitation programs upto home stead level. There are high costs of connecting to Nation Water and Sewerage services and maintaining the service. It is therefore recommended that a clear implementing policy frame work be put in place among the three ministries. Also funding be increased to local governments toward implementing sanitation. A further research is recommended in the area of streamlining the implementation of sanitation in local governments.
